The year of 2012 has witnessed the most dramatic changes in China's surrounding environment. Going by the principled position of "setting aside disputes， and pursuing joint development" ， China has persevered in struggles that are forceful. reasonable and restrained. It has properly handled various emergencies and appropriately dealt with thomy issues， and has effectively upheld national sea rights and territorial sovereignty， while averting various risks of head-on confrontation. In face of Japan's moves time and again on the issue of Diaoyu Islands， such as the Japanese Government "purchased" and "nationalized" the islands， China exposed to the international community Japan's lack of profound introspection in its militarist history， its premeditated challenges to the post-war arrangements for Japan and the order of the Asian-Pacific region as defined by the Cairo Declaration and the Potsdam Proclamation， and its aiming at negating the results of the World Anti-Fascist War. Meanwhile ， China has released standard names of the Diaoyu Island and its affiliated islands， declared the baseline for the territorial waters of the Diaoyu Islands， and issued White Paper on Diaoyu Island， an inherent territory of China. At the same time， China has started regular patrol and law enforcement activities around the Diaoyu Islands， in order to exercise administration over the Diaoyu Islands and its affiliated waters.

　　With the above series of important measures ， a mighty blow has been dealt to the attempts of Japan and some other countries relying on outside forces to encroach upon China's territories and territorial waters. At the same time， freedom of navigation in the South China Sea， which attracts international attention， has been guaranteed according to principles of international laws.
